Clarifications on penalty, rate of tax & valuation methodology related to GST

The CBIC has issued clarification on certain issues related to sale by govt department to unregistered person, leviability of penalty, rate of tax in case of debit and credit notes, valuation of methodology in case of TCS under Income Tax Act.
